Born 7 February 1977 in Kopeysk of Chelyabinsk region.

In 1998 graduated from Nizhny Novgorod State Technical University.

In 2000 graduated from the Higher School of Economics of the State University and Erasmus University in Rotterdam, Netherlands.

In 2002 completed professional retraining program in Russian Academy of National Economy under the President of the Russian Federation.

In 2003 completed postgraduate studies in the Higher School of Economics of the State University.
