Born 30 July 1972 in Leningrad.

In 1994 graduated from Saint Petersburg State University of Economics and Finance.

From July to August 1990 - Inspector of the Non-commercial operations Department, the Leningrad regional Administration of Vnesheconombank of the USSR.

1992 - 1993 - Held different positions in the Main Administration of the Central Bank of the RSFSR in Leningrad.

1993 - 1994 - Dealer of the Currency Operations Department in "BNP-Drezdner Bank (Russia)", Saint Petersburg.

1994 - 1998 - the Deputy Department Head, the Director of the Currency Dealing Department of the Currency Control Administration and International Operations, the Main Administration of the Central Bank of the Russian Federation in Saint Petersburg.

1998 - 2001 - the Chief Economist, the Deputy Administrative Director of the Foreign Operations Department, the Central Bank of the Russian Federation.

2001 - 2004 - the Councillor of the First Deputy Minister of the Ministry of Finance of the Russian Federation.

2004 - 2010 - the Counsellor of the First Deputy Chairperson of the Bank of Russia, the Central Bank of the Russian Federation.

2010 - 2014 - the General Director of the Foundation of Economic and Financial Research Development "Finance and Development".

2014 - 2015 - the Director of the Department for administrative support of the Ministry of Economic Development of the Russian Federation.

From 15 April 2014 - the Deputy Minister of Economic Development of the Russian Federation.
