The Department for the State Regulation of Tariffs, Infrastructure Reforms and Energy Efficiency is an independent structural subdivision of the central staff of the Ministry of Economic Development of the Russian Federation, with a focus on the following areas:
- Enhancing energy efficiency
The energy efficiency of the Russian economy is much lower in comparison with that of developed nations. Russian President Dmitry Medvedev has set the task of reducing the energy consumption of the GDP by 40 percent by 2020 compared to 2007. Given the Given the Russian economy’s climatic conditions and industrial structure, this is clearly an ambitious target, which requires comprehensive and smooth work by the entire Russian Government. The Economic Development Ministry is coordinating this work, and, in cooperation with other ministries and departments, is developing the principal part of the regulatory base which supports the activity of the Energy Efficiency working group of the Presidential Commission for the Technological Development and Modernization of the Russian Federation.
- Tariff and pricing policy in natural monopoly industries
The Economic Development Ministry, in cooperation with related ministries and the Federal Tariff Service, develops and implements common approaches to the regulation of prices (tariffs) for natural monopoly services. The state tariff and pricing regulation of infrastructure sectors aims to provide consumers with the products and services produced by natural monopoly entities and utilities in compliance with quality standards and at affordable prices.
- Restructuring natural monopoly sectors
The Economic Development Ministry, in cooperation with related ministries, carries out reforms in natural monopoly sectors which are aimed at solving infrastructure problems that hinder the country’s economic development, and also stimulating the efficiency of such sectors and boosting competition.
