The Department of Economic Cooperation and Integration with CIS Countries

The Department of Economic Cooperation with the CIS countries is a structural subdivision of the central staff of the Ministry of Economic Development and Trade of the Russian Federation, responsible for developing state policy in the sphere of foreign economic cooperation with the countries of the CIS, including the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Kyrgyzstan, the Republic of Moldova, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, and Ukraine, within the framework of the Commonwealth of Independent States, the Union State, the Eurasian Economic Commonwealth (EEC) (with the exception of the Customs Union and the common economic space within the EEC), the Shanghai Cooperation Organization (SCO), Collective Security Treaty Organization (CSTO) and their bodies, as well as with Georgia, the Republic of Abkhazia and the Republic of South Ossetia.

The main areas of the Department of Economic Cooperation with the CIS Countries include:
  • forming the economic policy within the framework of the CIS, the Union State, the EEC (except for matters related to the creation of the Customs Union and the common economic space within the EEC), and the SCO;
  • monitoring the economic efficiency of integration processes which involve the Russian Federation in the territory of the CIS, and preparing proposals to optimize those processes;
  • preparing Russia’s consolidated position for meetings of the governing bodies of the CIS (Council of the Heads of State (in terms of economic matters), the Council of the Heads of Government, and the Economic Council of the CIS); participating in those meetings and organizing the implementation of their respective resolutions;
  • forming and implementing the economic programs of cooperation within the CIS;
  • preparing proposals on signing international agreements in the sphere of developing Russia’s economic cooperation within the framework of the CIS, the SCO and the EEC, except for the agreements which form the legal base for the Customs Union and the common economic space within the EEC; forming and implementing the target programs and the budget of the Union State;
  • preparing Russia’s consolidated position for the meetings of the bodies of the EEC (the Interstate Council, the Integration Committee and the Commission of Permanent Representatives), except for the bodies of the Customs Union and the common economic space; monitoring the implementation of the respective decisions of these bodies;
  • preparing Russia’s position for the meetings of the Council for Financial and Economic Policy of the EEC;
  • preparing interstate target programs within the framework of the EEC;
  • preparing the Russian Economy Ministry’s position for the meetings of the bodies of the SCO (the Council of the Heads of State, the Council of the Heads of Government) regarding economic matters;
  • preparing proposals for improving the structure and activities of the bodies of the CIS, the Union State, the EEC (except for the bodies of the Customs Union and the common economic space) and the SCO;
  • forming the strategy and key areas of state policy in the sphere of trade and economic relations with the CIS member states;
  • ensuring Russia’s economic cooperation with the CIS member states, preparing proposals to boost its efficiency;
  • coordinating the participation of the representatives of federal executive bodies and the constituent entities of the Russian Federation, as well as the members of the business community, in intergovernmental commissions on trade, economic, scientific and technical cooperation with the CIS member states and their working bodies; performing the functions of the secretariats of the Russian sectors of these intergovernmental commissions;
  • providing day-to-day supervision of the work of Russia’s trade representations in the CIS;
  • analyzing and monitoring the development of Russia’s bilateral and multilateral economic cooperation with the CIS member states, preparing forecasts for Russia’s economic cooperation with the CIS member states and within the framework of integration organizations (the CIS, the Union State, the EEC);
  • preparing and coordinating the implementation of medium- and long-term bilateral agreements and economic cooperation programs with the CIS countries;
  • analyzing the economic situation in the CIS member states; monitoring their economic condition, the implementation of reforms and key economic events; ensuring the development of regional economic cooperation, including that within Russia’s border regions and the CIS member states;
  • implementing measures aimed at ensuring Russia’s economic security within the framework of the CIS Collective Security Treaty;
  • nominating staff for quota positions in the bodies of the CIS, the Union State, the EEC and the SCO;
  • forming the regulatory base of Russia’s bilateral economic cooperation with the CIS countries;
  • participating in the preparation of forecasts, programs and plans of action of the Russian Government on the country’s socioeconomic development in terms of economic cooperation with the CIS member states;
  • promoting Russia’s financial and lending relations and investment cooperation with the CIS member states;
  • preparing reference and analytical materials on economic cooperation within the framework of the CIS, the Union State, the EEC, the SCO and other integration organizations involving the CIS countries.
