The Department of Social Development, Economy and High Priority Programs is involved in developing measures which guarantee the sustained and dynamic development of human assets by enhancing the efficiency of education, healthcare, pension coverage and social insurance systems, as well as by using other incentives and housing instruments.
The department is responsible for analyzing and monitoring the progress of high priority national projects, namely Health, Education, Affordable and Comfortable Housing for Russians, and the state-run program for agricultural development and regulation of the market for agricultural products, commodities and foods, as well as a number of demographic policy measures and proposals to further advance them, including in terms of implementation mechanisms and financing volumes.
The department’s crucial task is to assist in the establishment of autonomous organizations under the Federal Law “On Autonomous Organizations,” and, based on the analysis of law enforcement practices in the area, submit proposals to improve them. Extending the range of state-owned (municipal) institutions with a new type - an autonomous organization - enables the transition from cost management to results-based management, which enhances the budget cost efficiency. The Department of Social Development, Economy and High Priority Programs operates along the following major lines:
Assisting in the implementation of high priority national projects and programs:
analyzing and monitoring the step-by-step implementation of high priority national projects, including Health, Education, Affordable and Comfortable Housing for Russians, and the state-run program for agricultural development and regulation of the market for agricultural products, commodities and foods, as well as overseeing demographic measures and working on proposals to further advance them, including in terms of implementation mechanisms and financing;
contributing to the preparation of materials for meetings of the Presidential Council for the Implementation of Priority National Projects and Demographic Policy, as well as the Council’s board meetings;
checking federal target programs and departmental target programs (projects included) for compliance with state policy on education, healthcare, culture, physical training and sports, youth, housing, and social issues, priority national projects, strategies, and development concepts for mid-term and long-term perspectives; analyzing the economic efficiency of their implementation.
Developing the social sphere:
analyzing and monitoring the economic aspects of development strategies in education, healthcare, culture, youth policies, mass communications, physical training and sports, compulsory medical, social and pension insurance, housing, and the social and employment spheres;
appraising draft regulations on education, healthcare, culture (including the film industry), youth policies, mass communications, physical training and sports, compulsory medical, social and pension insurance, housing, social and employment spheres, and demographic policy;
drafting proposals on institutional healthcare reforms, including compulsory medical insurance, analyzing the economic efficiency of the implementation of the Program of State Guarantees Free Medical Aid to Russians;
appraising the materials on ensuring the affordability of housing for all social groups, as well as meeting the demand of the public for comfortable housing;
appraising regulations and proposals for the development of the mandatory pension insurance system, regulations on determining the insurance and basic components of the retirement pensions, early retirement benefits, social benefits, pension benefits for public employees, establishing additional monthly financial support for separate social groups who possess an honorable track record of services to the state, additional pension coverage for specific industries, and regulating insurance companies involved in pension benefits;
drawing up draft regulations, examining and working out other proposals on investing pension accruals, authorizing payments using pension funds, co-financing voluntary pension accruals, enforcing the rights of Russians to maternity (family) capital;
reviewing annual cost breakdowns, appraising regulations and other proposals regarding draft budgets for Russia’s Federal Compulsory Medical Insurance Fund, Social Insurance Fund, Pension Fund for each new reporting period, as well as budget performance reports.
Establishing autonomous institutions and creating a favorable environment for autonomous institutions to operate in:
hammering out regulations in order to further implement Federal Law No. 174-FZ dated November 3, 2006 “On Autonomous Institutions”;
monitoring the observance of laws which govern the creation and operation of autonomous organizations, including the legal framework and surveys of law enforcement practices in the area, as well as appraising regulations issued by federal executive authorities on converting the current budget-funded institutions into autonomous organizations, reconciling the schedule for the conversion of federal budget-funded institutions into standalone federal organizations, developing technical recommendations on calculating expenditure allowance for real estate maintenance, monitoring the creation and operation of autonomous organizations throughout Russia’s constituent entities and municipalities;
contributing to the efforts to streamline and cut costs on the budget sphere as part of the federal law “On amendments to the legislation of the Russian Federation with regard to improving the legal status of state (municipal) institutions.”
Assisting the labor market and social policy development:
appraising regulations and other proposals governing labor relations, labor conditions and protection, as well as labor remuneration, protection of employee rights, and employers’ responsibility to pay out labor compensation on time and in full;
drafting proposals on employment, including taking steps to ease tensions on the labor market, supporting the unemployed, providing for resilience and overcoming structural imbalances in the labor market, controlling labor migration the intake of foreign labor force in the economy;
developing draft regulations, reviewing and working out other proposals on investing pension funds, making payments using the pension accruals, co-financing voluntary pension accruals, enforcing the rights of Russians to maternity (family) capital;
appraising regulations and other proposals on developing the compulsory social insurance system, formulating and tracking the performance of obligations financed with the money of Russia’s Social Insurance Fund, advancing obligatory social insurance against industrial accidents and occupational diseases;
appraising regulations and other proposals to outline and pursue a state family policy, protect the economic interests of children, support children in difficult situations, provide for custody and guardianship, and work on the prevention of social orphanhood;
appraising regulations and proposals on providing social support measures to certain social groups, ensuring social support and creating the environment necessary to integrate the disabled into society, build a system of social support and rehabilitation measures for persons who find themselves in difficult situations;
appraising regulations and other proposals with regard to determining the consumer basket and the minimum subsistence level, improving techniques for determining the consumer basket structure, reducing poverty;
appraising regulations and other proposals on social support for military personnel, families of military personnel, people with an equal status, civilian employees, and alternative military service.
Developing social partnership mechanisms:
an expert examination of regulatory acts and other proposals to stimulate the social responsibility of the business community; participation in the preparation of regulatory acts and proposals for the organization of the national award “Russian Organization of High Social Efficiency”;
forming the market of social services, developing the system of standardization in the social sphere and mechanisms of their financial support, participation of non-governmental institutions in the development and implementation of social policy;
developing regulatory acts, cooperating with businessmen, non-profit organizations and public associations in matters of charity and patronage, including the development of the institute of special-purpose capital and volunteering.
Implementing the State Plan for the Training of Management Staff:
organizational and technical support for the Presidential Commission for Organizing the Training of Management Staff for the Economic Entities of the Russian Federation;
ensuring the management of the federal state institution “Federal Resource Center for the Organization of Management Training”;
ensuring the implementation of the State Plan for the Training of Management Staff for the Economic Entities of the Russian Federation.
