In 1981 graduated from the the Institute of Asian and African Studies of Moscow State University n. a. M. V. Lomonosov.

In 1981 - 1991 - Editor, Chief Editor, special correspondent in the State Committee for Tele- and Radio Broadcasting of the USSR.

1991 - 1993 - special correspondent, the Deputy Head, the Head of "Moscow Radio" Department, All-Union State Television and Radio Broadcasting Company.

1993 - 1994 - the Leading Specialist of the Main Board for Trade and Economic Relations with the South Asia, the Middle and Far East countries, the Ministry of External Economic Relations of the Russian Federation.

1994 - 1995 - the Chief Specialist of the Main Board for Trade and Economic Relations with the Asia and Pacific Region countries, the Ministry of External Economic Relations of the Russian Federation.

1995 - 1996 - the Leading Specialist of the Office of Central and South Asia of Indo-China for the Department of Economic Relations with the Asia and Pacific Region, Africa and Latin America countries, the Ministry of External Economic Relations of the Russian Federation.

1996 - 2004 - the Chief Expert, the Deputy Trade Commissioner, the Trade promotion office of the Russian Federation in Beijing.

2004 - 2009 - the Director of the Department, the Deputy Director of the Department for Foreign-Economic Cooperation, the Ministry of Economic Development of the Russian Federation.

2009 - 2012 - the Deputy Director of the Department of Asia and Africa countries, the Ministry of Economic Development of the Russian Federation.

From October 2012 - the Director of the Department of Asia, Africa and Latin America countries, the Ministry of Economic Development of the Russian Federation.
