Foreign-economic Activity

In October 2008 the Government of the Russian Federation approved the country's foreign economic Strategy until 2020, which was prepared by the Ministry of Economic Development of Russia, with the active participation of other ministries and agencies, as well as businesses. For the first time in recent years, the branch and geographical priorities of the foreign policy of Russia in relation to long-term goals of domestic policy were recorded in this Strategy.

At the preliminary stage major research institutes and think tanks and experts from agencies in the area of foreign economic relations and trade representatives of the Russian Federation in foreign states were involved in working on the project of the foreign economic strategy, which actually began in September 2004.

For the first time in modern practice a joint expanded meeting on this issue of the Board of the Ministry of Economic Development and the Board of Ministry of Foreign Affairs of Russia with the participation of I. Shuvalov, the First Deputy Prime Minister, heads of the interested Federal executive authorities and the Government Office of the Russian Federation was held for preparing the draft document (13 October, 2008).

The necessity for the development of this document is due to both of the above-mentioned problems of the foreign economic sector of Russia, and the fact that currently qualitatively a new situation in the world economy caused by both external and internal factors is being developed.

External factors are manifested primarily in strengthening trade and political influence of foreign countries in the sphere of international trade, which requires an adequate complex application of the full range of external economic tools in Russia.

Internal reasons are related primarily to the need to transition to an innovative model of socio-economic development.

A long-term goal of the foreign policy of Russia is to provide a global leadership for the country as one of the leading world economic powers of the 21st century. In this regard, Trade Strategy is based on the key provisions of the CLD-2020, including section 6, "Foreign Policy", which documented the goals, principles, priority areas and geographical diversification of the foreign economic relations of Russia.
