Land surveying and mapping

The surveying and cartography industry provides a solution to a wide range of government objectives, as well as the needs of the private sector of the economy and citizens. Surveying and mapping provide a solution to problems of land usage planning, architectural and constructional design, cadastral registration of real estate in view of its civil transactions, solving problems in ecology and natural resources management, population policies, and several others.

Activities in the field of geodesy and cartography are conducted in accordance with Federal law of 26 December, 1995, No 209-FZ of Geodesy and Cartography and in accordance with its further developed and adopted regulations.

The Ministry of Economic Development of the Russian Federation is a Federal executive authority that performs functions of state policy and legal regulation in the field of geodesy and cartography. The main power of the Ministry in this field is the adoption of norms and rules for the execution of geodetic and cartographic work for Federal purposes and fulfillment of provisions for the Federal, regional and departmental cartographic-geodetic funds and for inventories of materials and data and furthermore for the creation of geodetic networks for special purposes – for all of the materials, data and networks included in these provisions.

Rosreestr (Russian Registry) is the Federal executive authority that performs the functions of rendering public services and state property management in geodetic and cartographic activities. The major powers of Rosreestr in the field of geodesy and cartography are as follows: organization of geodetic and cartographic work for Federal purposes, licensing of geodesic and cartographic activities and state geodetic control.

State regulation of geodetic and cartographic activities is carried out by means of licensing, as well as with the help of state geodetic control.

In accordance with current legislation the right to implement geodetic and cartographic work is only given to persons who have received a license for this type of work in accordance with the provisions on licensing of geodesic and cartographic activity.

Basic licensing requirements for the licensee include: compliance with the established procedure for the organization of geodetic and cartographic works; technical requirements; rules and regulations for their implementation; compliance with other provisions of the Federal Law on Surveying and Mapping; and the availability of specialists with a Professional profile that have a higher or secondary vocational education specializing in surveying or mapping on the licensee’s staff (among the personnel of the legal entity); as well as specialized equipment for the performance of geodetic and cartographic works.

The main functions of the state geodetic supervision in accordance with the Regulations on the Supervision of State geodetic surveying and mapping activities, approved by the Government of the Russian Federation on March 28, 2000, No 273, include:
  • issuing the authorizations for the use of materials and data of the Federal and regional cartographic and geodetic funds;
  • overseeing the unification of the geodetic and cartographic basis of inventories, a single information software for creating digital and electronic maps and banks of such maps;
  • creation and maintenance of the state register of departmental cartography and geodesy funds;
  • expertise of the design and technical documentation for the execution of geodetic and cartographic works.

At present, as is mandated by the President of the Russian Federation and the instructions of the Government of the Russian Federation, the Russian Economic Development Ministry developed a draft concept of the surveying industry and cartography till 2020, which is aimed at reforming public relations in the field of geodesy and cartography existing in the Russian Federation.

The project concept is proposed to reflect a new approach to cartographic support in the Russian Federation and is based on modern digital technologies and is related to the urgent need for a qualitative increase in the relevance of the information which is contained on government maps.

Realization of the Concept will provide a balanced interaction between state and business in the field of geodesy and cartography, ensuring the needs of the State in geodetic and cartographic production and improvement of quality and accessibility of public services in this area.
