The Minister of Economic Development of the Russian Federation Alexey Ulyukaev will participate in the trilateral negotiations of Russia, Ukraine and the EU on the 21 of December, 2015
The regular cabinet meeting within the trilateral negotiations of Russia, Ukraine and the EU will take place in Brussels (Belgium). In the course of the meeting practical solutions of Russian concerns caused by implementation of the trade and economic section of the EU-Ukraine Association Agreement in different spheres will be discussed.
The President of the RF Vladimir Putin gave an assignment to continue the debates having "a hope that finally we will be able to reach some agreements until January 1, 2016".
The negotiations for revealing practical solutions of Russian concerns caused by implementation of the trade and economic section of the EU-Ukraine Association Agreement effective from January 1, 2016 are still in progress for the second year. There were 14 meetings including five meetings on the cabinet level.
"Forming our opinion we always start from the necessity of maintaining our trade and economic cooperation in order to develop trade in the region as means of inclusive economic growth," - mentioned Alexey Ulyukaev.
According to the Minister Russia has a very simple approach: Since we take upon ourselves obligations to maintain preferential customs regulations of tariffs and zero rates within the free trade zone of the CIS we also expect our partners to have obligations within aforementioned free trade zone. (For this zone there are numerous agreements of technical standards, veterinary and phytosanitary norms regulation etc.). And we expect Ukraine to keep these obligations and maintain the existing policies (at least during transitional periods allowing businesses to maintain regular trade cooperation). This means to maintain the same valid veterinary certificates allowing manufacturers selling their agricultural products and to maintain compliance certificates of industrial products. "We compromised and proposed a transitional period for no more than 10 years and for limited sectors of trade gradually decreasing level of requirements. We made concessions in all issues. And only seven sectors are left," - he added. At the moment the European Union representatives agreed about the transitional period in the technical regulation sphere only in the high-speed networks within the Ukraine and the EU Association. But it is insufficient for the Russian side.
At the end of the trilateral meeting of Russia, Ukraine and the EU a press point for Russian and foreign mass media organizations will be held (the place will be defined).
