Oleg Fomichev: One of the main tasks of the corporation for development of small and medium business is an implementation of the «single window» principle to support small and medium companies
On the 3d of October, State Secretary and Deputy Minister of economic development Oleg Fomichev acted as a moderator at round table "Small and medium business. Consolidation of supporting measures is a key to successful development ".
In June 2015, by the Order of the Russian Federation President, the Federal Corporation for development of small and medium business was founded. This new development institution is intended to ensure consistent approach for development of small and medium business in our country, coordinate support for it and, in the result, ensure grow of this business segment in Russian economy. Disputants discussed the ways to provide the business with necessary state support, raise efficiency of the existing infrastructure, facilitate access of small and medium companies to dept and investment capital. They also discussed the goals of the new development institution.
Oleg Fomichev mentioned that one of the goals of creation of the new agency is alteration of the basic approach to the state policy related to the small and medium business.
The corporation is based on the JSC «NDKO Credit organizations agency» and JSC «MSP Bank». «We are waiting for a synergetic effect of combining of the tools the state created in the area of credit and warranty support for small business», he highlighted.
One of the main tasks of the corporation is an implementation of the «single window» principle to support small and medium companies, creation of «single entry point» entrepreneur can use to join the support programs.
On the 1st of July 2015, a separate Government Order became effective to specify special aspects of participation of small and medium companies in procurements of large state companies and natural monopolies. Quotas for state companies to buy products of small and medium business (18% of annual contract scope) were established, requirements for procurement participation were simplified, deadlines for payments for contractual obligations (30 days) were set. The Deputy Minister highlighted that an important area of the corporation activities is a monitoring of the quotas to be observed. «In our opinion, this is a key question that will enable small companies to access to procurements of industrial enterprises », he said.
Oleg Fomichev expressed hope for the decisions made to form a reliable basis for cooperation between large and small business, construction of new technology chains. «We think that this will allow not just arithmetically combine all we created to support small and medium business, but really achieve a synergetic effect, significantly increase affectivity of the exiting tools», he told.
