Alexey Ulyukaev: The increase in Russian-Chinese trade turnover by the year 2020 up to 200 billion dollars is quite achievable


On November 10, 2015 the Minister of Economic Development of the Russian Federation Alexey Ulyukaev participated in the 18th meeting of the Subcommission for trade and economic cooperation of the Russian-Chinese commission for preparation of regular meetings of heads of governments. From the Chinese party the Minister of commerce of the People's Republic of China Gao Hucheng took part in the action.

"We go through difficult times for development of world economy and world trade. We aren't free from those challenges which these difficulties throw to us. Unfortunately, we are faced with a reduction of the trade turnover and now it is the more important to us to formulate the direction and the tools which will permit to get out of these difficulties, and to make a solid foundation for the development of our economies, trade, investment, "- said Alexey Ulyukayev, opening the 18th meeting of the Subcommission for trade and economic cooperation between the two countries.

Thus he noted that the Russian party is happy with negotiations for interface of EEU and the People's Republic of China project "Silk way". According to him, China is the largest trade partner of the Russian Federation, despite the available challenges of economics and foreign policy, in a consequence of that, the trade turnover between our countries during the last months has being decreased a little. "We consider it as a temporary phenomenon, - he noticed. - Next years there will be a start of the largest projects in the sphere of supply of energy resources which will add tens of billions of dollars to our trade turnover and will allow to come to a steady positive trajectory again". The Minister of Economic Development of the Russian Federation reminded that the leaders of two countries set an ambitious goal for increase in bilateral trade turnover by 2020 to 200 bln. dollars. "And it is quite achievable", - he emphasized. Nevertheless, it is necessary to realize the new directions and mechanisms of cooperation capable to give new qualitative content to economic interaction between our countries.

During a meeting the Russian department transferred 27 projects for the Chinese party with which the Ministry of Economic Development of the Russian Federation and the Ministry of commerce of the People's Republic of China will conduct work during the intersession period. Participants of a meeting discussed the course of implementation of joint projects, prospects of construction of a number of industrial hi-tech and innovative enterprises on the territory of the Russian Federation, prospects of increase of deliveries of agricultural production, including meat, to the Chinese market. Thus the head of the Miratorg Company Victor Linnik who is a part of the Russian delegation noticed that in October the Chinese control authorities already inspected the enterprises. "Our production is safe and eco-friendly", - he assured.

The minister of commerce of the People's Republic of China Gao Hucheng supported permission for the Russian deliveries of meat to China after receiving results of inspection. Thus the Minister of Economic Development Alexey Ulyukaev didn't exclude renewal of deliveries of meat products to the Celestial Empire from the next year.

Speaking about the Russian-Chinese interregional and border cooperation, heads of departments of two countries noted that in recent years a number of new mechanisms of cooperation, such as the Joint working group of regions of the Volga Federal District and the top and medium watercourse of Yangtze, Council of heads of regions of the Far East of Russia and provinces of the Northeast of the People's Republic of China was created. The cooperation geography extends. Taking into account the contacts come between the Russian and Chinese regions at the level of municipalities there were 234 partner couples, including 91 – at the level of subjects of the Russian Federation, 143 – at the level of municipalities. "In interregional interaction much attention is paid to cooperation of Far East subjects of the Russian Federation with provinces of the Northeast of the People's Republic of China", - the Russian Minister told.

Another issue that is discussed at a meeting of the Subcommission, was the holding of the third Russian-Chinese EXPO. According to the arrangement with the Chinese party, it has to pass in one of regions of the Russian Federation. The competition for the right to carry out the EXPO in the territory was entered by a number of regions of Russia, among which are Sverdlovsk region, the Republic of Tatarstan, Saint-Petersburg, Novosibirsk region, Khabarovsk and Krasnodar regions. "Each of these regions has the advantages and could accept the EXPO", - Alexey Ulyukaev noted. The final decision for the choice of the region will be made by prime ministers of two countries "on fields" of an anniversary 20th meeting of heads of governments of Russia and China in the middle of December of the current year in Beijing.
