Alexey Ulyukaev: The Next Tranche for Crimea May be Sent till the End of Month

The Minister of Economic Development of Russia Alexey Ulyukaev inspected the implementation of the Federal Special Purpose Program “The Social and Economic Development of the Republic of Crimea and the city of Sevastopol till 2020”.

During his working visit to the Republic of Crimea the Minister of Economic Development of Russia Alexey Ulyukaev held a meeting dedicated to the realization of the Federal Special Purpose Program “The Social and Economic Development of the Republic of Crimea and the city of Sevastopol till 2020”.

There was discussed a mechanism of bringing the subsidies from the federal budget to the Republic of Crimea and the city of Sevastopol.

The first tranche of 1.98 billion ruble was sent for realization of the Federal Special Purpose Program on October 7, 2015. All in all more than 20 billion ruble are planned to be sent in 2015 for the realization of the Program.

“I suppose that we can send the next tranche for Crimea till the end of month,” said Alexey Ulyukaev.

“I think that the main point of our agenda today, the centre of our work in Crimea, is the progress of the realization of the Federal Special Purpose Program “The Social and Economic Development of the Republic of Crimea and the city of Sevastopol till 2020”,” said Alexey Ulyukaev at the beginning of the meeting. “We have had some difficulties with preparation of the program, the project had been modified twice after the Ministry of Economic Development became the orderer and coordinator of the program. We have discussed how to organize all the work in order to use money in the most effective way.”

According to the Minister, not everything goes smoothly and it is important to understand the status of the Program realization in 2015, existing risks, the changes that must be made in the program timed-action plan and in the Federal Special Purpose Program itself taking into consideration that many positions included in the plan for 2015 cannot be financed.

Consequently, the participants of the meeting were discussing the opportunity to put off the funding till 2016.

The Minister reminded that during the yesterday’s meeting under the chairmanship of the deputy Prime Minister Dmitry Kozak there had been given orders to simplify the procedures and to take the relevant decisions as fast as possible. The leaders’ representatives of both federal subjects of Russia (the Republic of Crimea and the city of Sevastopol) that were present at the meeting, as well as the representatives of the federal executive authorities, the governmental customer within the Federal Special Purpose Program, reported to the Minister of Economic Development about the progress of Russian government orders’ realization.

During the meeting the decisions were made to alter the Federal Special Purpose Program plan till the end of the year if it was necessary to postpone the funding of construction facilities, documentation preparation and signing of the subsequent tranches agreements.

The leaders of the Republic of Crimea and the city of Sevastopol are to send to the Ministry of Economic Development till October 16, 2015 their recommendations of changing the Federal Special Purpose Program and altered plans of measures implementation within the Program.

“The work has passed the communication stage and now it is in the stage of co-operation. The level of mutual understanding is very high at the moment,” said Alexey Ulyukaev concluding the meeting.
