Oleg Fomichev gave a start to the second Hackathon Portal of open data
10 October 2015, State Secretary – Deputy Minister of Economic Development of the Russian Federation Oleg Fomichev opened the second Hackathon Portal of open data Data.gov.ru Hackathon #2.
The initiator of the competition is the Ministry of Economic Development of the Russian Federation. The jury of the Hackathon included representatives of the Ministry of Economic Development of the Russian Federation, Ministry of Telecom and Mass Communications of the Russian Federation, Department of Information Technologies of Moscow city, and Open Government. The event was organized by CJSC Gosbook jointly with the Analytical Center under the Government of the Russian Federation.
The first Hackathon joined 124 members - representatives of the technological and creative communities, experts from different fields of data analysis and software development (programmers, designers, managers). This time, the number of registered participants was more than 200 people from 13 regions of the country. The competition’s challenge for developers will be to create a prototype of mobile app or web service using open data.
According to Deputy Minister of Economic Development Oleg Fomichev, in the last decade, the country has created a large number of information systems for authorities and local self-government agencies, which together form the e-government. "All collected information can be used not only for the needs of public administration but also to develop useful and interesting apps and services, he said. This is open data – primary, machine-readable information from state information systems".
"We proceed from the principle that all non-confidential data from all state systems should be available, - the representative of the Ministry said. - The Ministry of Economic Development and Open Government are building a system work with the authorities for the disclosure of such data". Today, more than 11 thousand machine-readable data sets are in open access. Almost 4 thousands of them are published on the federal open data portal data.gov.ru, including the portal contains data of the Ministry of Economic Development of the Russian Federation. "Specifically for the Hackathon, the Ministry of Economic Development has prepared a new set of the system of monitoring state sites (gosmonitor.ru), which contains information about all the reviews about the official site submitted since 2012 (16,000 entries)", - the Deputy Minister said.
He also drew attention to the resource, created in conjunction with the Attorney General's office – the Unified Register of Audits (proverki.gov.ru). This is an example of the fact that when designing the system there shall be provided the disclosure of information taking into account the interests of the business, including in the form of open data. According to him, the registry is now being actively filled by the authorities.
In addition, the portal data.gov.ru is integrated with several information systems of the Ministry of Economic Development (vashkontrol.ru, torgi.gov.ru, gosmonitor.ru, regulation.gov.ru automated information system of monitoring the development of the MPC network and others), the data sets are loaded on the portal automatically and updated daily.
“During the coming day on this site you will be provided with the help by the best experts in this field, representatives of authorities, data owners, and the most successful representatives of start-ups will share their experiences ", - Oleg Fomichev said.
During the next two days the competition participants will be able to realize their ideas in the field of open data. Hackathon will be a qualifying round of the national competition "Open data of the Russian Federation". The winners will be chosen on 11 October 2015 in one of three categories: "Best social app or service", "Best technical solution", "Best business application or service." They are those who will be able to compete for the title of best in the final round of the national competition. The final will be able to get other interesting projects selected by the jury.
Journalists and data analysts will experience a special test in the category "Data Visualization". They have to express their idea in a simple and maximally visual form, using open data. Visualization can be devoted to the description of a situation, proposing the solution of social problems, displaying statistics in the creative and interesting way or telling a story based on data.
