Oleg Fomichev: Innovative development of regions requires increase of efficiency of innovative infrastructure and human capital
On October 28, 2015 the State Secretary – Deputy Minister of Economic Development of the Russian Federation Oleg Fomichev acted as the moderator of panel discussion "Governor's session. Priorities of innovative policy of regions in crisis" within the opened Forum and the Show "Open Innovations".
Oleg Fomichev noted that appearance of new investment funds, science and technology parks and essential development of technological clusters became result of considerable investments to innovative infrastructure of regions over the last 10 years. He paid attention that in a present economic situation the budgetary restrictions, the investment policy of the companies, the general environment connected with financing and access to foreign financing have been changed. "It imposes serious restrictions on the pursued policy and forces to place priorities", - he noticed.
According to him, in the direction of innovative development of regions there are two key components which are considerably in a zone of responsibility of heads of subjects and demand constant attention from their party is an innovative infrastructure and the human capital. In present conditions necessity of high-quality filling of the created objects and attraction of highly competitive staff become of special importance. Participants of discussion discussed these two key blocks.
"Our task - increase of efficiency of innovative infrastructure, elimination of excesses and focusing on the most effective elements, - paid attention the Deputy Minister. - And also development of professional education, first of all, it is about the secondary professional education (SPE), since higher education institutions - in many respects are federal history, and SPE is competence of the region".
