The Public Council under the Ministry of Economic Development considered formation of a position at negotiations Russia-EC-Ukraine
In the Ministry of Economic Development of the Russian Federation the meeting of Public council during which representatives of business community considered topical issues of trade and economic cooperation of the Russian Federation with the European Union took place.
45.6% of the Russian trade turnover was the share of the European Union countries, nevertheless, during January-September, 2015 the trade turnover decreased by 38.4%. But, according to the Director of the Department of countries of Europe, North America and international organizations of the Ministry of Economic Development of the Russian Federation Vladimir Tkachenko, it is about decrease in volume of trade turnover only in terms of money while in kind the trade turnover Russia – the EU shows growth.
The representative of the Ministry of Economic Development of the Russian Federation touched upon the subject connected with realization of a joint initiative Russia - EU "Partnership for modernization", having noted that because of restrictive measures this initiative is almost frozen, except for four branch dialogues on cooperation in space, migration, health care and scientific researches and development. "That is dialogues in which development the European commission is objectively interested", - he added.
In his opinion, nevertheless, there is "a warming of the relations" to some countries. This year, after a break, meetings of the Russian-Spanish, Russian-Greek, Russian-Hungarian, Russian-Slovak and Russian-Cyprian intergovernmental commissions were held. "In 2016 we expect to hold full-scale sessions of intergovernmental commissions with France, Italy, Austria and the Belgian and Luxembourg economic union", - he said.
During meeting of the Public council it was talked also about negotiation process of Russia-ES-Ukraine, which purpose is removal of the Russian concerns arising in relation to implementation by Ukraine of trade and economic part of the Agreement for association with the EU. "We assessed in details the possible economic damages, and also the additional risks related to the accelerated harmonization of the Ukrainian legislation with norms of the EU and liberalization of trade regime of Ukraine with the EU, specified spheres in which implementation by Ukraine of obligations to the EU conflicts to its existing obligations to Russia and within the CIS", - he noted.
According to him, when forming a position the Russian negotiators always proceeded from need of keeping of trade and economic cooperation for ensuring development of trade in the region as means of achievement of inclusive economic growth. Thus negotiations are conducted in the field of technical regulation, sanitary and phytosanitary control, customs administration, tariff regulation, and also in the sphere of power and investments.
He reminded that the next meeting of the Minister of Economic Development of the Russian Federation Alexey Ulyukaev with the Minister of Foreign Affairs of Ukraine Pavel Klimkin and the European Commissioner for Trade Cecilia Malmström will take place on December 1, 2015. "We expect to receive distinct responses to our concerns", - he noticed.
