Alexei Ulyukayev: We have no doubt that the amount of works planned within the federal target program for the development of Crimea will be executed
Minister of Economic Development Mr. Alexei Ulyukayev attended a meeting of the Russian President Vladimir Putin with the members of the Government.
According to the Minister, the transfer of functions from the Crimean Ministry to the Ministry of Economic Development could be carried out faster, there have been problems with transferring funds to the Crimea and Sevastopol, but overall funding of all projects under the federal program of development of the Crimea and Sevastopol is being carried out properly.
According to Minister of Economic Development, within this Federal Target Program "more than 130 billion rubles have been budgeted for, and the use of these funds by the federal agencies exceeds 67%, and 80% by some departmentsю"
The Head of the Ministry of Economic Development admitted that problems arise at the stage of bringing the funds directly to the government of the Crimea and Sevastopol administration as to the executers.
"There we have 20.4 billion rubles, and the transferred amount is only 2.9 billion rubles, which means that the percentage of execution is less than 15%", said Alexei Ulyukayev.
One of the reasons for it, he says, is that "the transfer of matter from the Crimean Ministry to us has taken quite long time, adjustments to the federal target program have been made twice, and it was necessary to verify the relationship between the federal program and the passports of a number of objects."
"However, now all the agreements have been concluded, the first amount of funds has arrived. We have no doubt that we will completely fulfill the amount of work that is planned in terms of design and survey works, research and development and cultural heritage", assured the head of the Ministry of Economic Development.
He added that "the situation associated with the construction works is a little worse." "We have a risk amounting to about 4.5 billion rubles for a number of objects for which we have to make changes to the federal target program and transfer them to 2016".
Minister of Economic Development noted that these problems are being solved directly in the Crimea by the focal headquarters, which is located in Simferopol.

Alexei Ulyukayev: Vladimir Vladimirovich traveled to Simferopol for this particular purpose on Friday, a meeting with all government customers was held, including the federal executive authorities and the Council of Ministers of the Republic of Crimea and Sevastopol city administration.
The general situation is as follows: we have 111.8 billion rubles reserved in budget for the purposes of the federal target program. In general, the percentage of utilization of the funds is rather good, about two-thirds, 66 percent, which amounts to 73.6 billion rubles. However, more than 77 percent utilization is mainly for the part of the federal executive bodies. It is maintly the Ministry of Transport, the Ministry of Energy, Ministry of Education, Rosgranitsa and other bodies, where the amount of utilization exceeded 70 billion of the amount of 91.4 billion. The are certain agencies, such as Ministry of Transport, for example (95 percent), Energy (over 80 percent), Rosgranitsa (more than 85 percent) where we have no worries, we are confident that works will be executed in full on these objects. Moreover, for certain objects, such as, for Rosgranitsa, we will approximate the input of the respective objects at a later period.
A different picture exists in that part where it is the MInistry of Economic Development that acts as a government customer, which transfers the money to the Council of Ministers of the Republic of Crimea and Sevastopol administration as the cobtractors. There we have 20.4 billion rubles, only 2.9 billion rubles have been utilized , i.e. the percentage of execution less than 15 %. The amount is smaller in Sevastopol, it is a little bit worse in the Crimea, but it does not make things different. The reasons are rather obvious, in fact we have identified them. It has taken much time to transfer the matters from the Crimean Ministry to us. We have made adjustments to the federal target program three times. It has been corrected twice when it was supervised by the Ministry of Crimea, and the third amendment was mad by us when it entered into our jurisdiction, we had to verify the relationship between the positions of the federal target program and investment passports of the objects in order to put the whole thing together.
However, now all the agreements have been concluded, the first amount of funds has arrived. We have no doubt that we will completely fulfill the amount of work that is planned in terms of design and survey works (it is quite a lot, intended for future execution), in terms of research and development and in terms of cultural heritage". It is 12 billion in total for the two entities of which 2.9 has already been transferred, 5 more billion will be transferred by the end of October, and the remaining 4.2 billion will be transferred by the end of November.
The situation with the volume of construction and installation worksis a little worse, and here we face the risks due to prolongued organizational mess. It is safe to say for the 3.5 billion intended for the objects of water supply, water intake, because the works go on and objectives will be fulfilled. However, we face the risks related to the amount of about 4.5 billion rubles intended to be used for a number of other objects. Apparently, it will be necessary to make changes to the federal target program and schedule chart and reschedule their fulfillment for the year 2016.
We have now revised these schedule charts, set up a special office to coordinate the activities of the program, which is located in Simferopol, in order not to engage in correspondence, but work directly with government customers as a "multi-purpose window". The problem arose due to the examination. We did state examination in Rostov. Now a branch of Glavgosekspertiza is established in Sevastopol, and is already working. Now, together with the Ministry of Construction, we will further develop the office by employing experts to coordinate complex objects together with the average ones. This should also help us. I think that in such a way we will be able to cope with the task.
