Subcommission on customs tariff, non-tariff regulation, protective measures in foreign trade made decision on reduction of rates of import customs duties to 5% for light commercial trucks
A regular meeting of subcommission on customs tariff, non-tariff regulation, protective measures in foreign trade of Government commission on economic development and integration took place in The Ministry of Economic Development of the Russian Federation.
Subcommission made a number of regular decisions directed to reflation, cost saving during conducting of import/export operations, support of separate branches and economy sectors.
In the field of extension and availability of ecological transport, it was decided to allocate a separate code and to reduce rates of import customs duties to 5% on light commercial trucks for 1 year.
It was also offered to extend zero rate of import customs duties on electromobiles for one year.
However, offer on reduction of rates on import customs duties for vehicles with hybrid motor was not welcomed.
An offer on full conditional release from customs clearance charge concerning pipe laying sea crafts (code 8905 90 100 9 FEACN EEU) was welcomed. Pipe laying sea crafts are temporary exported from the Russian Federation in the Republic of Turkey through Black sea water space, and such decision will allow to reduce costs connected with building of gas pipe line from Russia to Turkey through Black sea water space.
For reduction of prime cost of base paper home manufacture it was decided to establish zero rate of import customs duties concerning cellulose from eucalyptus on a permanent basis.
Offer on extension of measure concerning temporary licensing of import of crushed rock and gravel in the territory of the Russian Federation was considered and generally approved.
Draft decree of the Government of the Russian Federation “On temporary ban on export of semi-finished leather from the Russian Federation” was approved. The draft provides temporary ban for 6 months from 30.11.2015 to 30.05.2016 for export of semi-finished leather from the Russian Federation (codes 4104 11 and 4104 19 FEACN EEU). Such measure will allow to prevent lack of leather resources in the domestic market, which are necessary for development of leather and neighboring productions and stable provision of leather plants with raw-material resources.
