Alexey Ulyukaev: Norms of the WTO allow the Russian Federation to enter restrictive measures against Turkey

The Minister of Economic Development of the Russian Federation Alexey Ulyukaev participated in a meeting of the Government. During discussion of economic restrictions which Russia introduces concerning Turkey, the Minister declared that all actions of Russia meet standards of the WTO.

"I want to tell that such restrictions are in full accordance with rules of the World Trade Organization (WTO). Article 21 of the agreement of GATT of 1994 allows to enter different restrictive measures in the field of trade in goods and services, in the field of investments in case of threat of national security. We fully now endure such case", - Alexey Ulyukaev said.

During discussion the Minister added that department should define precisely those positions which are most effective from the point of view of non-causing damage to Russian companies conducting economic activity with the Turkish enterprises. "We will prepare such offers soon", - the Minister noted.

According to him, according to the federal law about special economic measures from December 30, 2006, and also on the basis of development of regulations in the form of the decree of the Russian President and the government resolution, Russia can enter the measures aimed to safety of the country and protection of legitimate rights and freedoms of its citizens, such as prohibition or restriction of financial, external economic, trade, investment operations, temporary suspension of realization of all or part of programs in the field of the technical or economic assistance and cooperation, the termination or temporary suspension of action of international trade agreements of Russia and other international treaties regarding foreign economic relations. Besides, Russia within these measures will be able to change the customs duties or to establish them on a row of goods from Turkey, to forbid or limit coming of Turkish ships to ports of the Russian Federation, to use air space of Russia, will be able to set restrictions on tourist activity, to refuse participation in the international scientific and technical programs.

Really, in strict accordance with the legislation of the Russian Federation, with the Federal law "About special economic measures" on the basis of development of regulations in the form of the decree of the President and the resolution of the Government of the Russian Federation can be entered the measures aimed on safety of the country and protection of legitimate interests,  rights and freedoms of its citizens in a number of the directions, such as prohibition of financial operations or establishment of restrictions for their implementation; prohibition of the foreign economic operations, that is trade and investment, or establishment of restrictions on their implementation; temporary suspension of realization of all or part of programs in the field of the technical and economic assistance, cooperation;  termination or temporary suspension of action of the international trade agreements of the Russian Federation and other international treaties regarding foreign economic relations; establishment or change of rates of the import and export customs duties; prohibition or restriction of coming of ships to ports of the Russian Federation or use of air space of the Russian Federation; establishment of restriction on tourist activity; prohibition or refusal from participation in international scientific and scientific and technical programs. 

Besides, I want to tell that such restrictions are in full accordance with rules of the World Trade Organization. Тhe 21st article of the GATT agreement of 1994 allows to enter all specified restrictive measures in the field of trade in goods and services, investments in case of threat for national security which case we now fully endure. 

Certainly, we will have to define precisely those positions which are most effective from the point of view of not causing damage to the Russian companies which conduct economic activity with the Turkish enterprises and businessmen, and such offers we will prepare soon.
