Minister A.R.Belousov presided over the session of the Board of the Ministry of Economic Development and Trade of the Russia Federation concerning: “Improvement of Quality of State Services in the Field of the Cadastral Accounting and Registration of Property Rights”
On September 25, 2012 Minister A.R. Belousova presided over the session of the Board of Ministry of Economic Development and Trade of Russia concerning: “Improvement of Quality of State Services in the Field of the Cadastral Accounting and Registration of Property Rights”
The Board session concerning this issue is directly associated with the activities of the Ministry of Economic Development and Trade of the Russian Federation aimed at realization of Decree of the President of the Russian Federation No. 596 dated May 7, 2012 On State Economic Policy in the Long-term, in particular, with regard to the issue of considerable reduction of the amount of time spent by performer of entrepreneurial activities for the administrative procedures as well as implementation of road maps targeted the business climate improvement elaborated within the national business initiative for improvement of the investment climate in the Russian Federation.
Representatives of federal public authorities attended the session, in particular, Ministry of Regional Development of Russia, Ministry of Justice of Russia, Ministry of Transportation of Russia, the Federal Tax Service of Russia, the Russian State Register, heads of some territorial agencies of the Russian State Register and Federal State Budgetary Institution Federal Cadastral Chamber of the Russian State Register, constituent units of the Russian Federation, including St.-Petersburg, the Moscow and Kaluga Oblasts, representatives of leading public organization of business community (OPORA Rossii, Delovaya Rissiay, etc.).
N.N. Antipin, deputy head of Federal Service for State Registration, Cadastre and Cartography (Russian State Register), presented her report concerning the current situation and priority development trends in the field of cadastral accounting and registration of property rights.
The Ministry of Economic Development and Trade of Russia presented two more speakers at the Board session: Deputy Minister P.E. Korolev and Director of the Immovable Property Department A.I. Ivakin.
The attention of the Board session was focused on the discussion of the “Road Map” project (work plan) “Optimization of the Immovable Property Registration Procedures”, elaborated by the Ministry of Economic Development and Trade of Russia together with the new Agency of Strategic Initiatives to Promote New Projects. O.A. Skufinsky, Head of the Task Group for Elaboration of the “Road Map” Project, made a report concerning such project.
The “Road Map” project includes a comprehensive plan aimed at shortening the period of cadastral accounting and state registration of immovable property rights, creation of a reliable register of immovable property units, minimization of paper documents flow and transfer of the services on-line on a large scale, raising awareness of individuals and companies with regard to the Russian State Register activities, raising the status of registering clerks and enlarging the scope of their responsibilities for committed actions.
With the help of the “Road Map” actions, it is planned to reduce the term of cadastral accounting and registration of immovable property rights to 10 days by 2015 and 5 days by 2018, to increase the share of online services up to 50% by 2015 and 70% by 2018, to reduce the waiting time at the administrative office down to 15 minutes by 2015 and 10 minutes by 2018.
The Board session also discussed the issues of enhancing cooperation between the Russian State Register and the Ministry of Economic Development and Trade of Russia with regard to working out of legislative instruments, making discussions of all key legislative changes more public, development of the modern immovable property market in the Russian Federation, changes of approaches to interdepartmental cooperation of the Russian State Register with public authorities and local government agencies regarding e-documents exchange improvement, supporting unity of the accounting and registration system all over the Russian Federation and counterproductiveness of delegation of powers of cadastral accounting and registration to the regional level.
Following the results of the Board, a decision was made to approve the “Road Map” concept, as well as the task was set to put the “Road Map” project coordinated with the interested federal executive authorities before the Government of the Russian Federation as soon as possible.
