The Russian Government has decided to undertake pilot projects for special economic zones in the Khabarovsk region (sea port) and the Ulyanovsk region (airport)
The companies involved in the project will focus on the transshipment of iron ore products, container and other cargo. Particular attention will be paid to the development of ship repair services and the processing of biological resources. A number of companies are already prepared to start the implementation of the port projects.
The expected economic effect from the special economic zone in the Khabarovsk region will exceed RUB 30 bn by 2020 in tax and other revenues to the budgets at all levels.
The port-related special economic zone will create over 4,000 jobs.The Ulyanovsk region project envisages the creation of a special economic zone based in the Ulyanovsk Vostochny Airport.
As a result, the airport’s cargo turnover is expected to jump from the current 1,600 tonnes to 170,000 tonnes in 2020. The project will provide an opportunity for the full-scale use and development of the aviation repair complex’s potential, which is concentrated in the aviation companies of the Ulyanovsk region.
The following areas will be developed as part of the project:
- production, repair, technical maintenance, and modernization of air vessels and aviation equipment;
- airport and transport/logistic services.
The announced domestic private investment in the project stands at RUB 6.5 bn, and RUB 14 bn by 2020.
The expected economic effect will be at least RUB 11 bn.
The project will create some 2,000 jobs.
The Ministry will soon prepare and sign agreements with the Khabarovsk and Ulyanovsk regions on the creation of the respective special economic zones.
