Deputy Minister of Economic Development of the Russian Federation A.E. Likhachev took part in the 17th session of the Russian-Chinese Commission on preparation of regular meetings of the Heads of Governments

Deputy Minister of Economic Development of the Russian Federation A.E. Likhachev took part in the 17th session of the Russian-Chinese Commission on preparation of regular meetings of the Heads of Governments held in Xi`an (the People’s Republic of China) on October 18, 2013.

From Russian side the Commission is headed by the Deputy Chairman of the Government of the Russian Federation D.O. Rogozin, from Chinese side the Commission is headed by Vice-Premier of the State Council Wang Yang.

The meeting of the Commission was the final stage of preparation to the 18th regular meeting between the Heads of Governments of two countries and compiled the results of work of ten sectoral sub-committees, which were its parts, in 2013.

During the plenary session, the parties confirmed their mutual interest in deepening and expanding all-round cooperation in such areas as trade and investments, interregional cooperation, transportation, space, finances, nuclear energy, environmental protection, communications and connection, innovation technologies, science, customs sphere.

Deputy Minister of Economic Development of the Russian Federation A.E. Likhachev made a report on issues, which are within the competence of the Russian-Chinese sub-commission on trade and economic cooperation.

A.E. Likhachev noted that China continued to remain the major trading partner of Russia, despite the fact that the situation in bilateral trade is ambiguous this year. As results of eight months of 2013 there is the reduction of 0.6% of the volume of bilateral trade turnover. The main reason is the decrease of 4.7% of cost indicators of export from Russia to China.

To improve the situation A.E. Likhachev made specific proposals to restore growth of bilateral turnover and accomplish the goal assigned by the leaders of the countries to bring it to 2015 to 100 billion USD. Our country reached agreements with Chinese partners to create Russian-Chinese investment platform in the Internet, transform the China Harbin International Economic and Trade Fair in Russian-Chinese Expo, stimulate contacts between business representatives of the two countries using business missions as a defining cooperation mechanism, including active involvement of the regions of the two countries.

A.E. Likhachev stressed the importance of cooperation in the field of modernization of the economies of both countries. Ministry of Economic Development of the Russian Federation and the Ministry of Commerce of the People’s Republic of China agreed on the list of 40 Russian-Chinese projects of modernization orientation built on a sectoral principle. It is expected that the implementation of projects included in the list can increase the volume of trade turnover to 20 billion USD.
