The seminar on public-private partnership was held in the Office of the Plenipotentiary Envoy of the President of the Russian Federation to the North-West Federal District
The Ministry of Economic Development of the Russian Federation together with the Office of the Plenipotentiary Envoy of the President of the Russian Federation to the North-West Federal District held the seminar on public-private partnership on October 18, 2013 in St. Petersburg.
The event was attended by representatives of 9 of 11 subjects of the Russian Federation, which are members of the Federal District. Among them: the Komi Republic, the Republic of Karelia, Arkhangelsk region, Nenets Autonomous District (Nenets Autonomous Okrug), Vologda region, Kaliningrad region, Murmansk region, Novgorod region, Pskov region, as well as leaders of non-profit organizations, law firms and business structures.
The event was moderated by Assistant of the Plenipotentiary Envoy of the President of the Russian Federation Sergey Zimin to the North-West Federal District.
Director of the Department for Investment Policy and Development of Private/Public Partnership Igor Koval told about the event purposes, the structure of which was divided into three main sections - guidelines for the implementation of the projects of public-private partnership, legal aspects of public-private partnership and experience of practical implementation of the projects of public-private partnership in the subjects of the Russian Federation, which are the members of the North-West Federal District.
The presentation of the guidelines for preparing and implementing the public-private partnership projects in the subjects of the Russian Federation developed by Public-Private Partnership Development Center with the support of Ministry of Economic Development of the Russian Federation was shown by the Chairman of the Board of Public-Private Partnership Development Center Pavel Seleznev. He presented the key sections of the recommendations for colleagues - the basis of public-private partnership, public and municipal governance in the sphere of public-private partnership, management of public-private partnership projects.
Particular attention is paid by the seminar participants to the legal and regulatory base of public-private partnership and the main instruments and institutions of public-private partnership development. Lawyer of public-private partnership practice and infrastructure of Vegas Lex law firm Mikhail Kornev detailed a draft law on public-private partnership, which is now being prepared for the second reading in the State Duma of the Russian Federation. Key aspects of the draft law, as well as innovations that had been added to the current version after extensive discussions in the expert community were covered.
In the end of the event representatives of executive authorities of Vologda region, the Republic of Komi and Leningrad region told about public-private partnership projects implemented in the North-West Federal District. Good practices and problems in the regions in the process of start and implementation of projects were presented.
