The seminar on public-private partnership was held in the Office of the Plenipotentiary Envoy of the President of the Russian Federation to the Siberian Federal District

The seminar on public-private partnership was held during a videoconference between Moscow and Novosibirsk on October 29, 2013. The event was organized by the Ministry of Economic Development of the Russian Federation together with the Office of the Plenipotentiary Envoy of the President of the Russian Federation to the Siberian Federal District.

The seminar was attended by representatives of all 12 subjects of the Russian Federation, which are the members of the Federal District: Irkutsk region, Kemerovoregion, Novosibirskregion, Omskregion and Tomsk region, Altai Krai, Zabaykalsky Krai and Krasnoyarsk Krai, as well as the Republic of Altai, the Republic of Buryatia, the Republic of Tuva and the Republic of Khakassia, leaders of nonprofit organizations, law firms and business structures.

Director of the Department for Investment Policy and Development of Private/Public Partnership of the Ministry of Economic Development of the Russian Federation Igor Koval made an opening statement.

The structure of the seminar was divided into three parts - considering the guidelines for the implementation of the projects of public-private partnership, the legal aspects of public-private partnership and experience of practical implementation of the projects of public-private partnership in the subjects of the Russian Federation, which are the members of the Siberian Federal District.

Lawyer of public-private partnership practice and infrastructure of Vegas Lex law firm Mikhail Kornev made a presentation in the framework of the legal unit of the seminar. During his speech, he focused on the legal and regulatory framework of public-private partnership, as well as the basic instruments and institutions of development of public-private partnership. In addition, he paid particular attention to a draft law on public-private partnership, which is now being prepared for the second reading in the State Duma of the Russian Federation. Key aspects of the draft law, as well as innovations that had been added to the current version after extensive discussions in the expert community were covered.

Executive Director of the Public-Private Partnership Development Center Oleg Shagako commented on the guidelines for preparing and implementing the public-private partnership projects in the subjects of the Russian Federation developed by Public-Private Partnership Development Center with the support of Ministry of Economic Development of the Russian Federation. During his speech, he designated the purpose of the recommendation development and problems, for the solution of which these recommendations are aimed. He also discloses key sections of the recommendations: the basis of public-private partnership, public and municipal governance in the sphere of public-private partnership, management of public-private partnership projects.

In the end of the event the representatives ofexecutive authorities of the subjects of the Russian Federation, which are the members of the Siberian Federal District, Deputy Governor of the Kemerovo region Dmitry Islamov, Deputy Governor of Krasnoyarsk Krai – Deputy Chairman of Krasnoyarsk Krai Government Andrei Gnezdilov, Deputy Governor of Tomsk region Andrei Antonov told about public-private partnership projects implemented in the Central Federal District. The representatives of Irkutsk region and Novosibirsk region also represented examples of good practices and problems in the subjects of the Siberian Federal District in the process of start and implementation of projects.
