Interview with the Minister Alexey Ulyukaev «Trade mission will help business to enter foreign markets», RBC TV, November 1, 2013


Russian business is ready to pay for state aid in the promotion to the foreign markets. The Ministry of Economic Development of the Russian Federation, the Russian Union of Industrialists and Entrepreneurs and the Chamber of Commerce and Industry of the Russian Federation have agreed to establish trade missions of the country abroad. They will be opened by the state, and entrepreneurs will compensate the costs. Export should grow as a result. But we should not consider the agreements as an attempt to get the economy back on a growth path. «It stagnates not because of decline in export», - said the Minister of Economic Development of the Russian Federation Alexey Ulyukaev.

- It is wrong to directly link it with the dynamics of export. Dynamics of export is about one and a half percent minus, it is not so sensitive; to a greater extent there is the decline in volumes of consumer demand, the volumes of investment demand, which we could not lead to the region of positive values relative to prior periods for three quarters. So there is the cornerstone of our work here.

Improvement of indicators is expected in IV quarter of 2013

- However, there are signs of some improvement as part of the investment climate, economic production, stocks. We leave this lowest zone in which we had been from 4 quarter of 2012, especially 2 and 3 quarters of this year. I think it will be statically significant improvement in indicators relative to industrial production, investments in fixed capital, and in terms of the gross domestic product. Estimates of exportare not unambiguous here because global demand is important. Here two things are important, which are physical volumes and price component. Now it is very distressing, especially relative to precious metals. In 2014 there is a chance that the economic situation will improve, and then export component is not very powerful, but the driver of growth.

Trade mission will help business to enter foreign markets

- Or we are now able to provide a serious increase in non-oil exports, or our chances for economic growth will be a big question. So we now have 53 trade missions; 53 business centers should be that have agreements we have just signed with representatives of our business, with the territories that provide service support to ensure that our entrepreneurs find their place in the world markets, promote their products, their services.

PRIVATE BUSINESS CAN sent delegates to trade missions

- We should expand the forms of the business participation. We should implement this starting from short business missions, ending the constant presence in the framework of trade missions, in the staff of trade missions, work together with our staff members. And here, indeed, there is no need for Chinese wall between state companies and private business. But, of course, we can’t reach everyone, so we will focus on the work with business associations.
