Exemptions for the film industry were discussed in the State Duma


Deputy Minister of Economic Development of the Russian Federation Sergey Belyakov took part in the round table «On the legislative proposals for the support of children's and animated cinema» held in the State Duma on November 11, 2013.

The round table was organized by the State Duma Committee on Culture. The issue of relating cinematography organizations engaging in the production of animated audio-visual products to organizations that have the right to apply preferential tariffs of insurance premiums was discussed in the framework of the event.

«Given the fact that the number of people employed in the animation production is not more than 1500 people today, the price of issue is 160 million lost income during a year. In this case, the effect will be significant for companies», - noted Sergey Belyakov.

Today, 80% of the budget in the animation industry relates to payroll deductions. The production of the animation takes longer time than the creation of feature films, for example. According to participants of the discussion, reducing costs through the introduction of granting tariff preferences relative to insurance premiums for animation studios will enhance the volume of production of the domestic animation products, and increase the profitability and investment attractiveness of the animation industry.

The Ministry of Economic Development of the Russian Federation has prepared a draft federal law «On amendments to Article 58 of the Federal law «On insurance premiums to the Russian Federation Pension Fund, the Russian Federation Social Security Fund, the Federal Fund for obligatory medical insurance and territorial funds for obligatory medical insurance» and Article 33 of the Federal law «On obligatory medical insurance in the Russian Federation». It is offered that this document establishes preferential tariffs of insurance premiums in the state extra-budgetary funds for this category of taxpayers (2014-2017 - 14%, 2018 - 21%, 2019 - 28%).

«We have prepared the draft law, approved it with the Ministry of Culture of the Russian Federation, the Ministry of Communications and Mass Media of the Russian Federation, and received the positive conclusion of the Ministry of Justice of the Russian Federation. In the near future the draft law with disagreements will be submitted to the Government», - said the Deputy Minister of Economic Development of the Russian Federation.

A representative of the animation industry participating in the discussion stressed the importance of this exemption for the companies in connection with the need to compete for labor resources with organizations working in the field of information technology, for which similar preferential tariffs have been established.
