Improving the energy efficiency
The Minister Alexey Ulyukaev spoke at the plenary session of the Presidium of the Presidential Council of the Russian Federation for Economic Modernization and Innovative Development of Russia on November 22, 2013.
The Head of the Ministry of Economic Development of the Russian Federation noted that «by 2020 without additional efforts it will be impossible to reduce energy consumption by more than 20-25% relative to the level of 2007. To accelerate the reduction of energy intensity of Russia's economy the special measures to promote energy conservation and energy efficiency are required».
At the meeting Alexey Ulyukaev noted that to achieve the objectives it is necessary to encourage companies to implement energy saving procedures and technologies. According to the words of the Minister it is necessary to create a list on which, a part of equipment that does not meet the requirements of energy efficiency, should not be bought by public sector organizations, state-owned companies. «Federal Agency on Technical Regulation and Metrology (Rosstandart) and Federal Accreditation Service (Rosakkreditatsiya) can form the corresponding requirements», - explained he. Every year in the public sector a huge amount of equipment and technology are purchased through tenders, and the requirements on energy efficiency must be applied to them. «The same relates to companies with state participation», - said the Head of the Ministry.
«Since January we will enter the federal law № 44 on the federal contract system into force. This law distributes the relevant requirements of the procurement implementation in the form of electronic auctions and tenders with the qualification requirements for the activities of not only federal agencies, but also for the municipal level. The law is also able to extend these requirements for the state development institutions and companies with state participation. This market is huge: about 7 trillion rubles – state procurements, and the amount comparable to this –procurements of state-owned companies and development institutions (more than 13% of GDP). If we set the relevant standards and requirements, the criteria in the framework of the federal contract system, it will allow forming substantial financial demand relative to energy-efficient, energy-saving technologies, procedures and equipment.
In the private sector it is necessary to create incentives that would allow increasing the modernization of fixed assets in order to make them more energy efficient. This requires measures of tax stimulation to create tax incentives for motivating the implementation of innovative energy-efficient equipment. This is primarily providing benefits relative to the property tax, which are applied in accordance with the law on energy saving, and application of measures on accelerated depreciation for energy-efficient equipment», - noted Alexey Ulyukaev in his speech.
Furthermore, according to the words of the Minister, to promote energy efficiency in the private sector (industry, fuel and energy complex, housing and communal services, transportation, etc.) it is necessary to:
- developing an energy service mechanism for attracting investments in energy saving projects and increasing the energy efficiency;
- introducing a phased prohibition on the use of non-energy efficient equipment,simultaneous stimulation of innovative energy efficient equipment;
- providing the support in the form of reimbursement of a part of costs relative to payment of interests on credits, loans received in Russian credit organizations to implement innovative energy efficient equipment taking into consideration compulsory condition of providing money only after achieving target efficiency indicators («relative to result achieved»);
- simplifying the procedure and reducing the requirements for granting state guarantees for projects of energy saving and increasing the energy efficiency in the industry.
Alexey Ulyukaev noted that to realize the potential of energy saving the ministry «does not put the issue on additional budgetary funds». «We talk about the matter, which is freighted in the budget. This is money, which is intended for guarantees» - said the Minister adding that it is an issue that the funds were spent in the most effective way for mobilizing private sector funds.
«We need to increase the average annual volume of investments in projects relative to energy saving and energy efficiency in energy-intensive industry sectors. The realization of this goal is possible in the case of forming public-private partnership in the field of energy conservation and energy efficiency in energy-intensive industry sectors (fuel and energy complex, ferrous metallurgy, non-ferrous metals, chemicals and petrochemicals, pulp and paper industry, cement industry)», - concluded Alexey Ulyukayev.
