Deputy Minister Eugene Elin, Deputy Minister Sergei Belyakov and the Director of the Department of Support for and Development of Small and Medium-Sized Businesses and Competition Natalia Larionova took part in the Forum «Business territory - the territory of life» held by NGO OPORA Rossii and ASI on November 27, 2013.

The main purpose of the event is to discuss problems and make decisions on new directions for the development of small and medium-sized businesses. At the forum the issues of crediting small businesses, instruments of support of SMEs, improving fiscal policy, business security and prospects of development of business in the Far East were raised.

Speaking at the panel discussion «Business development in the municipalities: new points of economic growth» Deputy Minister Eugene Elin noted that «there is a business where there is investment attractiveness». And therefore, speaking to the participants of the forum Elin said that it was necessary to assess how development plans adaptable for development of small business (construction of streets, transport accessibility, etc.).

Moreover, Deputy Minister of Economic Development of the Russian Federation recalled that to ensure full use of its potential SME should have space for development associated with participation in the procurement for state and municipal needs. «Since January of next year, the law on the federal contract system, which involves a certain level of quotas, will come into force. And now at least 15% of costs should be directed towards the procurement of goods and services in the sector of small and medium-sized businesses. Thus, we have foresaw the participation of large companies involved in the development of SMEs», - said Eugene Elin.

Proposals to introduce tax holidays for entrepreneurs registered in first time in the framework of the patent and simplified tax system were made at the forum again. Within speech at the plenary session of the forum First Deputy Prime Minister of Russia Igor Shuvalov said that tax holidays for new entrepreneurs will be introduced as an experiment in several regions of Russia since 2014. Also the First Deputy Prime Minister noted that he supports the proposal to provide 100 billion rubles in 2014 from the National Welfare Fund (NWF) to support small and medium-sized businesses (the proposal was approved despite the fact that 10-15% of the money the state will most likely not be able to return).

Earlier the Head of Ministry of Economic Development of the Russian Federation Alexey Ulyukaev made the proposal to place the funds of NWF on deposits in Vnesheconombank with profitability with inflation plus 1%. According to the Minister, these funds will be a source of funding operations of banks to provide long-term investment loans for small and medium-sized businesses.
