Russia is ready to introduce FCS legislatively

The Minister of Economic Development of the Russian Federation Alexey Ulyukaev reported on the readiness of the transition to the contract system in the sphere of procurement of goods, works and services for providing state and municipal needs at a meeting of the Government of the Russian Federation.

The law on the contract system will come into force since January 1, 2014.

Opening the meeting, Prime Minister of the Russian Federation Dmitry Medvedev noted that the document was created taking into account the opinions of business representatives and expert community. The result of this became a law that regulates the entire state procurement cycle including planning for next year and a three-year perspective in accordance with the budgetary projections. The Prime Minister stressed that the document included rationing purchases defining goods optimal relative to price to perform certain tasks, mechanisms of audit and social control. The result of operation of the new law should be «improving the efficiency of costs, which is very important in conditions of any budget, especially in conditions of an extremely tight budget, which we have today».Savings can be directed to the solution of social problems. «In addition, transparent state procurement system allows better stimulation of demand for innovative goods, services and perspective scientific developments. And to fight corruption at the expense of openness, of course», - said Dmitry Medvedev.

«Normatively we are fully ready to work in this system from January 1, 2014. It was a very difficult, hard work, it demanded cooperation with relevant departments», - said Minister of Economic Development of the Russian Federation Alexey Ulyukaev.

«More than 7 trillion rubles is at stake - this is the volume of purchases for state needs. This is macroeconomic magnitude, and the fulfillment of the objectives of economic growth, efficiency and cost management depends on the achievement of this goal to a greater extent», - said the Minister. Furthermore, Alexey Ulyukaev recalled that the law assumes the possibility for the state development institutions to join this, the corresponding pilot project is developed in the framework of Rosatom, «therefore, the figure will be greater».

Furthermore, state customers plan to work the contract system of life cycles relative to the construction and maintenance of roads, sea and river ports, as well as the acquisition of vehicles.

«Next position - contracts of life cycle. They are provided at the level of law, and the Government of the Russian Federation shall define the sphere of their use. On the results of work with agencies we defined fairly narrow list of cases, when contracts of life cycle are concluded – it primarily includes construction and maintenance of roads, sea and river ports and the acquisition of vehicles»,- said the Minister.

According to the words of Ulyukaev, after practicing the system of contracts of life cycle at these objects their distribution to a wider range of relations can be considered.

Relative to the normative base necessary for the successful operation of law, the Minister noted that 32 normative acts of 43 documents, which are among the priorities, were already fully prepared, and work relative to other 11 normative and legal acts will be completed before the end of this year.

Dmitry Medvedev instructed the Government to prepare amendments to the law «On the federal contract system» concerning the conduction of competitions on an electronic basis in the course of month. «Until the end of the year, we will set a date for preparing the corresponding chapter on electronic trading», - said the Prime Minister.
