Alexey Ulyukaev summarized the 9th Ministerial Conference of the WTO on Bali

On December 9, 2013 in the Ministry of Economic Development Alexey Ulyukaev summarized the 9th Ministerial Conference of the WTO held in Indonesia on the island of Bali.

The head of the Ministry of Economic Development said that the Conference passed the decision on the regular agenda, as well as on the so-called Bali package of agreements concerning various spheres of activity of the WTO in the field of multilateral trade regulation. In particular, negotiations on the Agreement on trade facilitation, providing for simplification of customs clearance procedures. According to the WTO, application of this agreement will lead to the growth of world trade by a trillion dollars on the package of agreements in the field of agriculture. They provide for, in particular, increased transparency in the application of tariff quotas for imports of food, determine specific steps to reduce the measures distorting competition on food markets, as well as on the package of agreements that support developing and least developed countries.

"We had 11 full-fledged intercountry negotiations, 10 special consultations, and adoption of the package, of course, is a great victory," said Ulyukaev.

The Minister stressed that the Bali arrangements are beneficial for the Russian economy. Domestic companies will get better terms of access to markets, the unfair competition in the agricultural sector will reduce. Least developed and developing countries will receive additional growth opportunities that will strengthen the stability of global economy.

"Trade facilitation is a significant improvement in export conditions for our companies, including exporters of goods with high added value. It's about chemistry, petrochemicals, pulp and paper industry, mechanical engineering, metalworking. They get very good chances to secure positions on the markets where our positions are not so good," said the Minister.

- It certainly will not be implemented automatically, business, and federal executive bodies have a lot of work to do. But this is a result that can be measured in tens of billions of rubles of additional income received, and a significant increase in export volumes, added Ulyukaev.

According to the head of the Ministry of Economic Development, the set of agreements on agriculture opens the road to further improvement of parameters of international trade in agricultural products within the framework of the Doha Round, including those associated with the abolition of export subsidies, which are used primarily in the U.S. and the EU.

"I hope Russia will become a full-scale agricultural exporter. I hope that, in particular due to adoption of these documents (the Bali package, as well as further agreements within the Doha Round of the WTO), we will gradually become a permanent agricultural exporter. We have every reason for that," concluded Alexey Ulyukaev.

Russian delegation to the Ninth Ministerial Conference in Bali was headed by the Minister of Economic Development Alexey Ulyukaev. It consisted of deputy ministers of foreign affairs, industry and trade, agriculture, representatives of the Federal Customs Service of Russia.
